NCOA: Definition of Use
The sole purpose of the NCOA service is to provide a mailing list correction service for lists that will be used for the preparation of mailings. This service can be for internal purposes or can be provided as an external service for mailers by Mail Service Providers (MSPs). NCOA updating must always be done in conjunction with matching software.
Licensees operating as Mail Service Provider updating their customers' mailing lists, must ensure that the Schedule A is completed and signed by all parties prior to commencing NCOA processing activities. The completion of this form is an acknowledgement by the end user of the mailing list that this information can only be used for mailing purposes.
NCOA can also be used to maintain software for those licensees who have developed matching NCOA software for sale.
Licensees, if requested by their customer, can "flag" their customer's database for nixi records, so that these records can be removed from the customer's mailing list, in order to save mailing costs.
NCOA cannot be used for:
- Creating movers' lists from the NCOA database
- Using the NCOA database to target selected individuals or groups regardless of the purpose, unless covered by provincial or federal legislation and this would have to be evaluated by Canada Post at the time of request.
- NCOA cannot be used for any manual processes, such as "skiptracing", in order to correct returned mail on a one by one basis.
- NCOA Licensees cannot use the NCOA information to update mailing information in a system that is not controlled and secured specifically designed for mailing, such as in a system that may be used for many other purposes than simply for mailing.
- To conduct any statistical activities or to analyze mover patterns within Canada
- To update credit bureau information or to assist in credit reporting or collection activities
- Any other purposes other than correcting mailing lists and developing and maintaining software applications
