Publications Mail About

Specifications

To qualify as Publications Mail, a publication must be

  • Published at a regular frequency of at least twice a year with the intent to publish issues indefinitely with continuity from issue to issue
  • Mailed in Canada and addressed for delivery within Canada
  • Individually addressed copies or Bundles of Unaddressed Copies
  • Less than 70% space devoted to advertising in more than half the issues mailed in a 12-month period
  • Within specified size and weight limits
  • Prepared as machineable or presorted as NDG or LCP
  • Mailed under a valid Publications Mail Agreement Number and, if applicable, Registration Number
  • Addressed to a subscriber, non-subscriber or news dealer anywhere in Canada

There are specifications for size, weight, volume and mail preparation and presortation. The following chart summarizes the size and weight requirements for each Publications Mail Item, including the host publication, wrapper and all enclosures.

Minimum Volume Requirement

A minimum volume requirement of 1,000 Items applies to Machineable Publications Mail. A Phantom price is available at the Machineable base price.

A minimum volume requirement of 1,000 Items applies to LCP (Letter Carrier Presort). A phantom price is available at the LCP - Delivery Mode Direct (DMD) base price.

A minimum volume requirement of 50 Items applies to mailings comprised of NDG National Items. A phantom price is available at the NDG National base price. There is no minimum volume requirement for mailings containing qualified NDG Regional and/or Local Rural Items (even if some NDG National Items are included on the Order).

Preparing your Publications Mail

To qualify for Publications Mail, your mail must be prepared in accordance with specifications as outlined in the Mail Preparation and Presortation section of the Canada Postal Guide.

  • Every Item must be addressed to a subscriber, non-subscriber, or news dealer in Canada.

  • Your mail must be prepared as machineable or presorted as NDG or LCP and can be sent anywhere in Canada.

Mailings that Do Not Meet Publications Mail Requirements

If Items do not qualify for Canada Post's Publications Mail service as tendered, Canada Post will endeavor to contact the Customer to discuss available options such as:

  • Reworking the mailing so as to meet the requirements;
  • Having the mail processed using an alternative Canada Post service option at applicable prices; or
  • Making arrangements to pick up their mailing.

In some cases, a mailing which does not fully meet certain specifications for Publications Mail may be able to be processed but would create extra handling for Canada Post. In order to recover such extra handling costs, surcharges will be applied.
