Unpaid or shortpaid mail is mail for which the postage or fees have not been paid or have been partially paid. Lettermail and Parcelmail is returned to the sender for the collection of the postage.

When there is no return address on the item, the item is forwarded to the addressee for the collection of the postage plus an administrative charge.

All postage due charges must be paid before delivery.
