OVERVIEW
Effective January 14, 2008
As part of our annual price adjustment for all Canada Post services on January 14, 2008, there were be a price and service changes to our Domestic, USA and International Parcel Services.
BACKGROUND
Annual price adjustments are consistent with industry practice and are necessary for Canada Post to retain a competitive position in an ever-changing marketplace.
Canada Post is committed to providing customers with a range of services that offer flexibility, convenience, value and choice, in a global marketplace that is highly competitive and moving in new directions. Investment in technology drives product and service innovation which in turn assures a better customer experience and overall customer satisfaction.
For example, in 2007, we introduced enhanced parcel tracking, and improvements to our delivery network - all with the aim of making it easier for customers to do business with us. We are also first in the industry to make adjustments to the customer invoice if we detect that a parcel shipped weighs less than what was declared on the Order.

CUSTOMERS' CUSTOMIZED PRICE BOOK AND CUSTOMER GUIDE
Our Parcel Services customers received a Customized Price Book. This year's Customized Price Book* contained:
- A customized book/price sheets, based on your Parcel Service Agreement;
- A Rate Code Look-up Table based on the postal code of your mailing address.
*Excludes Book Pre-sort prices. Those prices were included directly in the customer letter to Book Pre-sort customers and not in the Customized Price Book.
The Parcel Services Customer Guides are posted on the Canada Post website at www.canadapost.ca/customer_guides.
Note that future Amendments to the Parcel Services Customer Guides will only be posted on the Canada Post website at www.canadapost.ca/customer_guides. Hard copies will no longer be distributed to customers.

PRICE AND SERVICE CHANGES - PARCEL SERVICES (DOMESTIC)

*Good News! Library Book Rate Program
Canada Post fully supports the Library Book Rate program and is pleased to announce that the Library Book Rates in effect since 2005 will remain in place through 2008. Canada Post is committed to continuing our work with the Canadian Library Association (CLA) and the Association pour l'avancement des science et des techniques de la documentation (ASTED) to more closely track the volumes being supported by the Library Book Rate program, enabling us to quantify the financial impact. This data capture is possible with the cooperation of the participating libraries, who now use electronic shipping tools to ensure all mailings using this special rate are counted.
Maintaining the Library Book Rate for another year will provide all stakeholders with a better opportunity to ensure that the library community's concerns are understood and taken into consideration - and that the Library Book Rate continues to be available to eligible libraries in the future.
PRICE INCREASE – OPTIONS
The price for Domestic Coverage (Insurance) for loss or damage increased up $0.15 in 2008, from $0.80 to $0.95 per $100.00 of coverage.
The price for Collect on Delivery (COD) increased up $0.50 in 2008, from $6.00 to $6.50.
There are no other price changes to Domestic , USA or International options.
SERVICE CHANGES TO PARCEL SERVICES EFFECTIVE JANUARY 14, 2008
* Definition of Montreal and Toronto : We have also expanded the definition of our local delivery for two major urban centres – Montreal and Toronto – which can mean lower prices and better delivery standards to those areas.
PRICE AND SERVICE CHANGES – PARCEL SERVICES ( USA AND INT'L)
Consult the table below for an overview of the price and service changes to our suite of USA and International Parcel Services, effective January 14, 2008.
* Changes to International Air and Surface Small Packet
Effective January 14, 2008, we replaced the current single zone for International Air and Surface Small Packet, with seven separate zones.
Although there were no process impacts if you are using the Electronic Shipping Tools (EST), this change impacted you if you are using manual Order documents as you need to enter the destination Country Code. Effective January 14, 2008, you were required to complete individual line items based on weight and destination (Country Code) on your manual Order. Failure to do so may result in being charged a higher price.
Simplify your shipping with the Electronic Shipping Tools and automatically get a 3% automation discount (some exceptions apply) on your already discounted prices.

OTHER SERVICE CHANGES ALREADY IN EFFECT
*New minimum dimensions for Mailing Tubes
We recently introduced new minimum dimensions for mailing tubes, which ensure that shipping labels can be affixed correctly on the tube. The new minimum dimensions are:

* Changes to Xpresspost™ -International
We introduced the following changes to Xpresspost-International, our fast, traceable and guaranteed service:
- Signatory name and optional fee for Xpresspost-International were removed for Brazil and Japan.
- Signatory name and optional fee for Xpresspost-International were added for China , Iceland , Singapore and Switzerland.

* Improvements to Commercial Expedited Parcel-USA™
Commercial Expedited Parcel-USA now includes more features and faster delivery!
- Delivery times have been reduced by two business days to major urban centres in the USA .
- Electronic commercial customs clearance and prepaid duty and taxes make shipping quick and easy.
- Improved delivery confirmation is available through Track-a-Package.
- Enhanced tracking provides timely status of your shipments.

Customers must provide the appropriate Order documents at time of deposit or pick-up as per the Parcel Services Customer Guide. Failure to provide the required documents may result in the shipment being refused. |

An adjustment may be applied to your invoice if the dimensions and/or weight of the parcels are different than declared on the Order document. Customers are responsible for submitting accurate calculations for rating purposes. As per the Parcel Services Customer Guide – Section 4.1.4 - the item may be reweighed and cubed by Canada Post.
