What Is Commercial Expedited Parcel-USA?

Commercial1 Expedited Parcel-USA consists of parcels shipped from Canada for delivery to the U.S.A. Commercial Expedited Parcel-USA is available to Customers with an Agreement who use an electronic shipping system to transmit Manifest and Customs information to Canada Post.

This service provides electronic Customs Clearance through a broker, rather than Customs Presentation.

Commercial Expedited Parcel-USA items may not be combined with Collect on Delivery (C.O.D.), Registered (including Advice of Receipt) and Literature for the Blind.

Unacceptable Items

  to top of page

The following items are unacceptable as Commercial Expedited Parcel-USA:

  • any item with a value over $2,000US
  • any item that is or contains any dangerous substance or article prohibited by law or defined as a dangerous good (see the chapter “Non-mailable Matter” for more information, or refer to the Non-mailable Matter Regulations and to the Transportation of Dangerous Goods Act)
  • any item that does not meet the size and weight specifications for this service (see Table 1: “Commercial Expedited Parcel–USA Size and Weight” for more information)
  • any item that may soil, taint or damage mail or mail equipment, expose a person to danger or emit offensive odours
  • any item that contains food items for human or animal consumption, including beverages, supplements, chewing gum, candy, etc.
  • any item that is improperly or insecurely packed or wrapped
  • any item mailed to Alaska, Hawaii, United States territories and possessions, United States Army Post Offices (APO’s) and military installations
  • any item regulated by the United States Food and Drug Administration (including pharmaceuticals, health and beauty products or appliances, kitchen appliances, dishes, glasses and laser-related items such as CD-ROMs)
  • any item that is in contravention of applicable Universal Postal Union prohibitions, and U.S.A.’s Department of Transportation or Customs Regulations. The United States prohibits or applies restrictions on the acceptance of certain articles for transmission by post. For more information on restrictions and prohibitions, see “Part H: International Destination Listing”.

Size and Weight

Each Commercial Expedited Parcel–USA item must meet the size and weight specifications shown in Table 1.

An oversize charge applies if an item exceeds 1 m in any dimension (length, width or height).

If the weight is not indicated on the Manifest, a default weight of 5 kg applies.

NOTE :
The minimum size for a mailing tube is: 210 mm x 45 mm x 45 mm. A surcharge will be applied to mailing tubes that are cylindrical in shape.

6.1

Proofs of Payment

Table 2 lists the acceptable proofs of payment for Commercial Expedited Parcel-USA items. Some restrictions or conditions may apply.

Service Standards at a Glance

From 3 to 7 business days between major urban centres from Canada to the U.S.A. Business days do not include Saturdays, Sundays or statutory holidays.

These service standards are not guaranteed. Service standards are estimates of how long it will take for the mail to be delivered.

Features

A feature is something that is provided as part of the basic service. The available features are described below.

8.1

Delivery Confirmation

This service feature provides confirmation that the item arrived at its destination. Upon delivery, or attempted delivery, the item Identification Number is scanned and the date captured. The receiver’s name (signatory name) is also captured whenever possible. The information is usually available by noon the next business day following delivery, via an automated phone response system by calling 1-888-550-6333 or via the Internet. This feature is not available for mail destined to Hawaii, Alaska, U.S.A. territories and possessions or United States Military Post Offices.

8.2

Electronic Customs Clearance

A broker will provide commercial clearance to U.S.A. Customs on behalf of Canada Post. The broker will collect all duties and taxes directly from the shipper rather than the addressee.

8.3

Tracking

This feature allows Customers to identify the location of their item in the processing stream via the Canada Post website at www.canadapost.ca or by calling 1-888-550-6333.

8.4

Tracing

By dialing the above phone number or via the Canada Post website, tracing allows Customers to identify the delivery status of items, including who signed for them and the date and time of delivery.

8.5

Coverage for Loss or Damage

Coverage of up to $100CDN is included in the fee for Commercial Expedited Parcel-USA items. Certain exceptions apply.

Canada Post shall have no liability for loss, damage or rifling of items containing bank notes, stocks, bonds or other securities negotiable by the bearer, lottery tickets, travellers’ cheques or non-mailable matter, as well as any article prohibited by law in Canada or in the destination country. Return to Sender

Commercial Expedited Parcel-USA items that cannot be delivered or redirected within the USA will be returned to the sender for a fee, payable by the sender.

Options

An option is a service enhancement which is not included automatically as part of the basic service. Most options are available for an additional fee. The available options are described below.

9.1

Delivery Updates

Delivery Updates is a free option that allows customers to request to receive email notifications whenever scan events occur on their barcoded items. Customers must select this option, enter a valid email address and select the event type in order to receive email notifications. This option is available to all customers using the following:

  • Electronic Shipping Tools (EST) - desktop or online
  • Track a Package.
NOTE :
Delivery Updates is also available to Third Party Shippers (3PSS) and users of Customer Developed Shipping Systems (CDSS).

9.2

Additional Coverage for Loss or Damage

Additional Coverage is available up to $1,000CDN for Commercial Expedited Parcel-USA shipments, for a fee. Certain exceptions apply.

The maximum declared value for liability coverage is $500CDN for items containing:

  • coins
  • jewellery
  • manufactured and non-manufactured precious metals
  • precious stones
  • gold bullion
  • gold dust
  • cancelled or uncancelled postage stamps
  • gift certificates.

The maximum declared value for liability coverage is $100CDN for items containing phone cards.

Canada Post shall have no liability for loss, damage or rifling of items containing bank notes, stocks, bonds or other securities negotiable by the bearer, lottery tickets, travellers’ cheques or non-mailable matter, as well as any article prohibited by law in Canada or in the destination country. 9.3

Scheduled Pick-up

This option is available to Customers using “Account” as a method of payment for Services. Scheduled Pick-up is provided on business days only.

This option is available for a fee based on total volume shipped each week. It is offered at no additional charge for Customers who ship more than 120 items per week. The weekly volume of U.S.A. and International Services can be consolidated with the weekly volume of Domestic Services and counted towards the pick-up fee threshold. Labels and Documentation Required

Every Commercial Expedited Parcel-USA item must have all of the following information:

  • a hard copy of the Commercial Invoice generated using either Canada Post’s Electronic Shipping Tools (EST) or a third-party shipping system with e-link
  • the names and addresses should include telephone numbers of the sender and the addressee clearly printed on a label affixed to the item
  • the appropriate U.S. return address clearly printed on the item or on a label affixed to the item
  • proof of payment (postage stamps, account number, postal indicia or meter impression)
  • a Commercial Expedited Parcel-USA shipping label produced by the Electronic Shipping Tools (EST) or another approved shipping software, with the Customs Declaration portion completed (see section 4.5.3 “Customs Documentation” of the “ABCs of Mailing” chapter for more information)
  • any document (licence, certificate, permit, etc.) required by United States Customs regulations.

All shipments to the U.S.A. containing commercially-prepared food for human or animal consumption must be preceded by a Prior Notice of Imported Food Shipments. The Prior Notice number provided by the U.S.A. Food and Drug Administration (FDA) must be included on the Customs documentation prior to shipping. More information on the Prior Notice can be obtained from the FDA.

10.1

Order (Manifest)

Two paper copies of the electronic Order (Manifest), or the original hard copy Manifest, must be given at the time of mailing to an authorized Canada Post employee at the Receipt Verification Unit (RVU) or at the postal facility approved by Canada Post. For more information, see section 4.5.2 “Order (Manifest)” of the “ABCs of Mailing” chapter.

Packaging

All items must be securely packaged with sufficient cushioning and reinforcing material to prevent loss of or damage to mail items, damage to postal equipment, or other mail and injury to persons handling the items. Items must not consist of dangerous or prohibited articles.

Oversize and unpackaged items (e.g., pails, tires) may be shipped by Commercial Expedited Parcel-USA, upon payment of a surcharge.

NOTE :
The Oversize surcharge and Unpackaged items surcharge are never combined. If a Customer pays the Unpackaged items surcharge, then the Oversize surcharge is waived and vice versa.

Addressing

All items must bear a legible address including the correct ZIP code, and should include the shipper’s and addressee’s telephone numbers. Items must not be addressed to a post office box. See the chapter “Addressing Guidelines” for complete details.

Deposit of Commercial Expedited Parcel-USA

Commercial Expedited Parcel-USA items may be dropped off during advertised hours of acceptance at a mail processing plant.

Scheduled pick-up is available.

Delivery of Commercial Expedited Parcel-USA

Commercial Expedited Parcel-USA items will be delivered in accordance with the procedures of the destination.
